WORKSHOP ON CHANGE MANAGEMENT FOR SECTOR PROFESSIONALS OF UTTARAKHAND RURAL DRINKING WATER AND SANITATION

I was lucky to attend a workshop for change management held in National Institute of Administrative Research, Lal Bahadur Shastri Natioanl Academy of Administration, Mussoorie for Sector Professionals of Uttarakhand Rural Drinking Water and Sanitation on 30th November and 1st December 2007.

The workshop was inaugurated by Shri Alok Kumar, Executive Director, NIAR, LBSNAA and later Shri J.S. Khuswah in his keynote address talked of the importance of change management in Sector Wide Approach Programme. Dr. R.P. Juyal, Consultant, NIAR, LBSNAA stressed the need of community participation and mobilization.

Issues of attitudinal and behavioral change amongst the Water Sector Professionals and the Engineers need priority action. Proactive action, empathetic listening, social engineering and partnership based community management are seen as the new drivers of change. This requires paradigm shifts as well as shifts in mindsets of all the stakeholders with focus on quality, equity and gender concerns.

Change Management is a structured approach to change in individuals, teams, organizations and societies that enables the transition from current state to a desired Background.

Shri M.H. Khan, Secretary, Jalagam, Irrigation, Disaster & Drinking Water, Govt. of Uttarakhand stressed the need of good governance and quality issue in Water Supply Sector.
